Since its inception in 1972, Steven Winter Associates, Inc. (SWA) has done research for a wide range of federal agencies, including the General Services Administration (GSA), the Department of Commerce (DOC), the Department of Defense (DoD), the State Department (DOS), the Environmental Protection Agency (EPA), USAID, and the Department of Housing and Urban Development (HUD). SWA provides management services for HUD’s Office of Native American Programs (ONAP) and for its administration of the provisions of the Fair Housing Act. Also, under contract to the Sustainable Buildings Industry Council, SWA manages several important programs relating to energy and sustainability, funded by the U.S. Department of Energy (DOE).

SWA has worked with some of the largest state and municipal government housing authorities in the United States, helping them to take advantage of program and tax incentives, while encouraging them to implement sustainable, energy efficient systems in their affordable housing projects.
