Project Background:
Formally a public housing complex named Chester A. Bowles Park, the new Willow Creek development is a mixed-income residential community in the Blue Hills neighborhood of Hartford. This first phase of the redevelopment includes townhouses and apartments providing 62 units across 15 buildings. Once completed, Willow Creek will have low-income, middle-income, and market-rate renters, in addition to five units of supportive housing for the homeless.

Steven Winter Associates, Inc. (SWA) provided energy modeling, testing & verification, and green building certification for the project.
Primary Energy Conservation Measures:
- U-0.29 SHGC-0.27 windows
- Natural Gas high efficiency furnaces (AFUE 96.1) and NG instant domestic hot water heaters
- R 6.5 Continuous Insulation plus R21 in wall cavities plus complete air sealing
- An efficient home isn’t necessarily a healthy home, so in addition to the US EPA’s ENERGY STAR® program and USGBC’s LEED for Homes™ rating, the team also pursued Indoor airPLUS certification to make sure tenants enjoy high indoor air quality as well as low living expenses for years to come.
